Does FSR make games look really ugly at 1080p?

I saw an article saying it’s not worth using FSR below 2.5K/4K, is that really true?

And if you run a game on high/ultra using FSR, does the game still look good? Doesn’t it end up too blurry?

Is it better to play on medium without FSR, or play on high (maybe with some things on ultra) with FSR?
