FiveM is known for being poorly optimized. Are you using any graphics mod? Like those realistic mods? What are your PC specs? For FiveM it’s good to have at least 16 GB of RAM.
And at least one GTX 1050
Update your video card driver and clear FiveM’s cache. There’s a tutorial on YouTube. It’s really quick.
Turn on V-Sync and set all your graphics to the minimum.
And you didn’t say what processor you have. It might not be suitable for FiveM.
Test it in another city too. There are some that are very poorly optimized.
This is the famous CPU bottleneck. You’ll only fix it by lowering your graphics quality anyway. While you’re at it, change your Windows power-saving settings.
Do 1 test with everything on maximum.
If it doesn’t work,
set everything to minimum.
This problem is already well known and the solution is very random, since you don’t say your PC’s specs.
